Which captain license do you need, the Master or OUPV?
Operator of Uninspected Passenger Vessel (OUPV) is the most popular captain license held by fishing guides. This license allows the holder to carry up to 6-passengers for hire (AKA 6-pac captain license), not counting the crew and operator. Master 100-ton is issued with 25, 50, or 100-ton limitations, depending on the size of vessels that the mariner’s experience was on. This captain license has the full authority of the 6-pac, and the additional authority to operate inspected passenger vessel carrying more than 6-passengers. It is the most common captain license held by charter-boat captains, and the captains of small cruise ships, supply boats, ferries, and workboats less than 100 GRT. From the National Maritime Center to ALL US Mariners….
Dear U.S. Mariner,
Due to the federal government’s partial lapse in appropriations for fiscal year 2019, the Coast Guard is unable to process mariner credentials in a timely manner. To provide relief to impacted mariners and under the authority of 46 United States Code § 7507 and § 7508, the Coast Guard is granting extensions effective immediately to national endorsements and Medical Certificates until April 30, 2019, for mariners whose credentials expire in December 2018, January 2019, or February 2019.
All mariners sailing under the authority of their national endorsement(s) should print and retain a copy of this letter with their Merchant Mariner Credential (MMC) and Medical Certificate to produce it upon request by the U.S. Coast Guard, other agencies or officials. The National Maritime Center (NMC) does not intend to issue any separate or new MMCs to correspond to this extension for mariners sailing domestically. This extension does not apply to Standards of Training, Certification and Watchkeeping for Seafarers (STCW) endorsements.
Applications submitted before or during the partial government shutdown will be processed as soon as possible once the NMC is reopened and is legally authorized to begin operations.

The captain of a tugboat must hold a Merchant Mariner Credential (MMC) National Officer Endorsement as Master of Towing. The following describes the mainstream path established in the federal regulations to advance from deckhand to Master of Towing.
Apprentice Mate (steersman) of Towing requires 540-days of total experience that includes 360-days experience on towing vessels, and completion of an approved Apprentice Mate (steersman) course or the Apprentice Mate (steersman) exams at a USCG Regional Exam Center (REC).
Mate (Pilot) of Towing requires 360-days experience on towing vessels while holding the Apprentice Mate (steersman) of Towing endorsement AND completion of a TOAR (Towing Officer Assessment Record), AND an approved Radar Observer course.
Master of Towing requires 540-days experience on towing vessels as Mate while holding the Mate (Pilot) of Towing endorsement.
