FAQ: what license do I need to go on the ocean?

The OUPV license is NOT limited to Inland waters only; this license can be valid on ocean waters when it is issued with a Near Coastal route. All licenses are issued with routes that describe the body of water that the license is valid on. The OUPV license may have a restricted, inland, or near coastal route.

  • The Restricted route (previously called limited) is valid on very specific Inland waterways that have no commercial traffic within a single US Coast Guard Marine Safety Unit zone of responsibility. The service requirements for this route is 360 days in the operation of vessels.
  • The Inland route is valid on all federally navigable inland waterways throughout the entire USA. The service requirements for this route is 360 days in the operation of vessels.
  • The Near Coastal route is valid on all federally navigable inland waterways and on ocean water within 100 miles off shore. The service requirements for this route is 360 days in the operation of vessels that includes 90 days operating on ocean water; Ocean waters simply means beyond the end of the jetties.

If you hold an OUPV Inland you can upgrade to an OUPV Near Coastal by documenting the required experience and completing an approved three day course; the cost of the course is $400. If you hold an OUPV Restricted (or Limited) you will need to complete the entire eight day class to upgrade to either an OUPV Inland or OUPV Near Coastal.
