Mate of Towing

Since almost every towing company is looking for “Mate of Towing” licenses I thought this would be a good time to review the pathways to getting a Mate (Pilot) of Towing Vessel license. There are three pathways established in 46 CFR 11.465, as follows:

1. Apprentice Mate (steersman); this is the primary path for new mariners.

Mate (Pilot) of Towing requires 900 days of qualify experience that includes 360 days as Apprentice Mate (steersman); the Apprentice Mate requires 540 days of experience that includes 360 days on towing vessels.

2. Mate greater than 200 tons; this path is for experienced mariners who hold an inspected vessel license of 500 tons or greater.

A mariner holding a license as Mate of inspected vessels 500 tons or higher, and who has completed 30 days of training, observation, and assessment on a route while completing the Towing Officer Assessment Record (TOAR) for that route may operate any towing vessel within the authority of his license on that route.

3. Master 200 tons or less; this path is for experienced mariners who hold an inspected vessel license of 200 tons or less.

A mariner holding a license as Master of inspected vessels 200 tons or less (not limited Master), and who has 3 years experience as master of inspected vessels under the authority of his license will qualify for Mate (Pilot) of Towing Vessels after completing the Apprentice Mate (steersman) exam or approved course, and completing 30 days of training, observation, and assessment on a route while completed the TOAR for that route.
